I prefer keeping a pet indoors most of the time. Indoors is safer, especially in bad weather. If a pet can go outside sometimes for exercise, that is good, but I like them to sleep and eat inside with the family. It feels safer and cleaner.
I generally prefer pets to be kept primarily indoors, especially if you live in an urban flat. Indoors they are safer from traffic, predators and extreme weather, and it's easier to monitor their health and diet. That said, I think a balance is ideal — access to a secure garden or regular walks allows them to stretch their legs and socialise. For many pets, enriched indoor life plus outdoor time works best.
